Fenrir will be unlocked after you capture three copies of every Lupine-type fiend. There are seven in total, all located in different areas – but remember you’ll need x3 copies of each one (for a total of 21 captures in all):

The second-best way to farm Chocobo Feathers is stealing them from Cactuars, who have the same common steal item as Fenrir. You can find Cactuars easily in Cactuar Village on Bikanel Island, an area which is unlocked after completing the Cactuar Red Light, Green Light sidequest. Once you capture a Cactuar then you can rob it infinitely from the Monster Arena. But Cactuars are tricky to capture, though, and they only have a single feather on them to steal. So you’re better off with Fenrir. Note: there are no fiends you can bribe to get Chocobo Feathers, including the one-time boss battles. And there are no fiends that drop Chocobo Feathers from battle. This means stealing is the only way to get them.
What Are Chocobo Feathers Used For?
When used with the Use command, a chocobo feather casts haste on a single party member. These feathers can also be used to customize Initiative onto a weapon, or SOS Haste onto a piece of armor. And these feathers can also be used to teach the Haste spell to an Aeon (which is probably the best option among the three).

Rikku can also use feathers in a few really cool mixes: Super Mighty G (Chocobo Feather + Chocobo Feather): Casts Haste, Protect, Shell, and Regen onto the whole party. Ultra-Null-All (Healing Water + Chocobo Feather): Applies Cheer, Focus, Aim, Reflex, NulBlaze, NulShock, NulTide and NulFrost to the party. Mega Vitality (Stamina Tablet + Chocobo Feather): Doubles the party’s max HP.
Are Chocobo Feathers Worth Farming?
Yes. Both Fenrir and Cactuar fiends have Chocobo Feathers as their common steal item, and Chocobo Wings as their rare steal item. So if you’re out farming feathers, there’s a good chance you’ll get a hold of some wings along the way – which are a much more valuable item. Not to say that Chocobo Feathers aren’t valuable – the initiative ability alone is super useful in a few endgame fights. But their value decreases as you fill out the sphere grid and upgrade your weapons. It’s always nice to have a few feathers in your inventory, though. If for nothing else then for Rikku’s mixes (feathers are one of the easiest ingredients to get Super Mighty G).
